Unless Man Utd win the FA cup and finish 5th and Man City are 4th. Then the EL spot for the league cup would drop down to 6th.

Basically yes if Liverpool is in a Europa League spot.
They add a spot if Liverpool did not qualify for the Europa League through the domestic competitions (ie just the League for them now)

I thought the rules changed when the EL winner goes into the Champions League. There is a max of 7 European spots. Usually 4 CL ones and 3 EL spots.
If Liverpool win the EL then 5 go into the CL and there are just 2 EL spots - both cup winners. So if Man City finish 4th their league cup EL spot goes to the 5th place in the premier league. 6th would not get into Europe.

They can't have been in a spot that would have qualified for Europa League. If they were then their EL essentially just becomes the CL spot (ie there is not spot from the League just the cups)
